Is your laptop/pc in the same subnet?
Maybe a dhcp server is running?

You can make sure its has the 192.168.1.17 when switching the switch to stop & press gently the RST button (top right corner) > 8 sec. The SYS LED will blink orange and the pfc will get a temporary address (192.168.1.17 ), until you power cycle it (back to previous IP) or modify the IP address.

When you can ping the device and go to the web page on the PLC.
Go to ‘Configutation’->‘Ports and Services’->‘SSH’ and make sure the ssh server is activated.

I Brough the usb connection cable and set up address through the wago Ethernet app
Seems something odd was happening with dhcp

Brough the wago usb cable and connected that way and set a static up address. Seem the plc never set a ip address must of been something with dhcp

make sure a ethernet cable is plugged in, the pfc only displays the IP if it detects an uplink on interface X1 or X2
