Is it possible to program over SD?

Hi. Controller is located in hard place and has no internet connection. Is it possible to create SD card with program and load program to controller(without using other controller, only using PC)?

Which IDE (Codesys 2.3, CODESYS 3, e!COCKPIT ?)
